Abstract
A generatív mesterséges intelligencia gyors felsőoktatási elterjedése világszerte új szabályozási kihívásokat teremtett a ChatGPT 2022-es megjelenése óta. A tanulmány célja a hazai felsőoktatási MI-használatra vonatkozó intézményi szabályozások feltérképezése és összehasonlító elemzése.
A kutatás 2025 őszén, kvantitatív dokumentumelemzés módszerével vizsgálta a magyar felsőoktatási intézmények nyilvánosan elérhető szabályozó dokumentumait. Az eredmények szerint az intézmények mindössze 53%-a rendelkezik MI-használatra vonatkozó szabályzattal, amelyek formájukban és tartalmukban jelentős eltéréseket mutatnak. Ugyanakkor több visszatérő hangsúlyos elem is azonosítható, különösen az akadémiai integritás, az adatvédelem és a felelős használat területén.
Az elemzés hozzájárulhat a hazai MI-szabályozási környezet egységesítéséhez, összehangolásához és a hiányzó intézményi szabályzatok megalapozásához.
The rapid expansion of generative artificial intelligence in higher education has created new regulatory challenges worldwide since the release of ChatGPT in 2022. This study aims to map and comparatively analyse institutional policies governing the use of AI in Hungarian higher education. The research was conducted in autumn 2025 using a quantitative document analysis of publicly available institutional regulations. The findings show that only 53% of higher education institutions in Hungary have adopted formal AI-related policies, which display considerable variation in both form and content. At the same time, several recurring focal areas can be identified, particularly with regard to academic integrity, data protection, and the promotion of responsible AI use. The analysis contributes to the harmonisation and alignment of the national regulatory environment and may support the development of missing institutional AI policies in Hungary.
